The town hall is an item in Yogbox. It can be created by placing 8 wooden planks around some paper. When placed, settlers will start spawning. For them to have a job (e.g builder, lumberjack, farmer, ect.) they must have a citizen hut to live in.
For some reason, it cannot be found in creative mode and must be made using a crafting table.
